Favorable geographical location, economic leadership in the region, effective anti-crisis policy, thoughtful foreign policy initiatives – all these and a number of other realities of Kazakhstan have determined its special role in the dialogue "West-East".

In the conditions of the emerging multipolar world, international support for Kazakhstan's initiatives is growing-from the G-Global project to the dialogue in the format of Greater Eurasia. And in the vanguard of this movement is including young people.

Over the years of independence, Kazakhstan's society has gained new experience and confidence in its abilities. At the same time, the effectiveness of evolutionary transformations was constantly influenced by impulses in the form of clear programs proposed for implementation, as well as extraordinary political decisions on their implementation, the author of which was the First President of Kazakhstan Nursultan Nazarbayev, who opened the global world for Kazakhstanis, and for the world – Kazakhstan and our Republic.

Today, against the background of global climate, environmental, social and other threats in Europe and Asia, social movements for a world without monopolies, nuclear weapons, economic, social and other shocks are intensifying. In the context of digital mobility, these processes are gaining momentum. And it turns out that even one young girl named Greta is able to discourage the conservative world with her truth.

Over the years of independence, Kazakhstan, being an integral part of the civilized world, has put forward a number of international initiatives aimed at solving urgent problems and contradictions, including in terms of coordinating long-term development prospects in the global format G-Global. These concepts and projects have become part of the global anti-crisis policy, sustainable development, nuclear and other security.

The culmination of the efforts was the beginning of a dialogue on the pairing of important projects and initiatives of regional associations-the SCO, the EAEU, the EU and others. Progressive forces of the world community welcome and support the efforts of Kazakhstan in these areas, taking an active part in activities to promote international initiatives and projects of our country.

"The movement of the world towards a conflict-free future is a large-scale and dynamic process that requires further development, considerable efforts and political will of the leaders of the countries. Not revolutions and upheavals, but consistent modernization of the socio-economic system, hard work on national priorities will lead people's lives in all countries to improve, " Nursultan Nazarbayev noted in his public speeches.

The idea of the first President of Kazakhstan on the need to expand the number of participants in global political decision-making in the conditions of digital reality is positively perceived both in public and in political circles of the world. Thus, following the results of the 14th Meeting of foreign Ministers of the Asia – Europe forum (CMFA of ASEM), which was attended by heads of foreign ministries from 51 countries of Asia and Europe, the important role of the initiative of the First President of Kazakhstan – Elbasy Nursultan Nazarbayev "G-Global" to strengthen interconnection between Asia and Europe was emphasized.

ASEM is one of the most prestigious and consolidated international dialogue formats of our time. As king Philip VI of Spain stressed in his speech at the opening ceremony of the 14th meeting of foreign Ministers, the Asia-Europe forum, due to its open, informal and constantly evolving nature, is an ideal platform for discussing and promoting new global ideas.

In 2018, the Council of foreign Ministers of the Organization of Islamic cooperation (57 countries) welcomed the initiative of the First President of Kazakhstan Nursultan Nazarbayev G-Global, noting its importance in determining the vectors of international economic policy. The resolution adopted at that meeting calls on the OIC General Secretariat and the Islamic development Bank, in coordination with other organizations, to consider the participation of OIC countries in the G-Global project.

It is also important to note that the initiative " G-Global. Greater Eurasia " was included in the final document Of the Committee of senior officials of the Conference on interaction and confidence-building measures in Asia (CICA), which was adopted by government delegations of more than 25 countries.

In may 2017, the First President of Kazakhstan Nursultan Nazarbayev, taking part in the I high-level Forum "one belt – one road", made a number of initiatives related to the creation of R & d centers and technology transfer, including the opening Of the international Academy of Sciences of the silk road, necessary for scientific and expert support of projects of the initiative "one belt-one road".

As part of their implementation in 2018, the international Secretariat of G-Global together with the akimat of Astana organized and held the I international forum "Global silk road: forum of mayors", which resulted in the decision to create a number of integration structures – the Alliance of cities of the silk road countries, the silk road business Association and other organizations.

This year the international project G-Global became an official partner of the project "One belt, one road" along with such organizations as the Association of Southeast Asian Nations (ASEAN), Eurasian economic Union, the EU Strategy on connecting Europe and Asia, Platform connecting EU and China, EU Eastern partnership, African Union, League of Arab States, Organization of American States, the Pacific Alliance, the Community of Latin American and Caribbean States (CELAC), and other platforms and associations.

Three initiatives of the G-Global project were included in the Final communique of the II forum "one belt – one road". They relate to the establishment Of the international Academy of Sciences of the silk road, the international forum "Global silk road-Forum of mayors" and the global prize "silk road".

It is important to note that the final Communique of the II forum was signed by the heads of about 40 States.

At the global partnership level

The historical mission of Kazakhstan is to promote positive processes of rapprochement of the countries, continuing in this direction the consistent policy of Nursultan Nazarbayev-the author of the g-Global initiative and cooperation of the countries in the format of Greater Eurasia.

It is noteworthy that the most active position in this issue is taken by youth organizations of the EU, EAEU, silk road, SCO. Thus, in September this year, Almaty hosted the Global Congress of world universities " youth Contribution to the implementation of

SDG-2030 " with the participation of a large representation of international participants from the UN, UNESCO, as well as from the UK, France, China, Germany, Hungary, Poland, Russia and other countries.

The event was organized by Fund of First President of Kazakhstan and the International Secretariat G-Global, in partnership with the QS Worldwide University Network of the silk road (SUN), Association of universities UNION, a Network of universities for social responsibility (USRN) and the Association of universities of Eurasia (EURAS), the Institute for sustainable development. The Global Congress was attended by representatives of more than 500 universities from 60 countries. As a result, the Almaty Declaration "Contribution of youth to the implementation of the sdgs-2030" was developed, which was supported by more than a thousand universities around the world, including the network of universities of the silk road countries, the Union of universities, Eurasia – EURAS and other major international structures.

The participants stressed that in recent years, within the framework of Sustainable development-2030, UN member States have made specific commitments to combat poverty, address food, climate and environmental problems. At the same time, international experts noted the significant contribution of Kazakhstan and the initiator of the partnership program "Green bridge", EXPO 2017 "future Energy" and other projects of Nursultan Nazarbayev to the promotion of global sustainable development policy.

In her speech at the Congress, the UN Secretary-General's envoy for youth Jayatma Vikramanayake highly appreciated the contribution of Kazakhstan and the role of the g-Global project in uniting the youth of the UN countries to implement the sdgs-2030.

Kazakhstan remains one of the few States of the Eurasian region whose efforts to address many key issues of our time, including nuclear security, promotion of the ideas of the "green" economy, mediation in the settlement of military conflicts, are highly appreciated by the international community. At the same time, the Republic, building bridges of fruitful cooperation with all countries, is able to provide a constructive dialogue at the level of world powers ' leaders both within the framework of summits and in real time – on the g-Global platform.

Speaking at the forum in Beijing, Nursultan Nazarbayev noted that today the horizons of economic planning in the world are greatly narrowed. It is time to move on to joint discussion and management of global development processes.

According to Elbasy, a sustainable global architecture can be created on the basis of a three-level dialogue. The first level is a dialogue between the major powers: the United States, China, the European Union and Russia. The second dialogue should take place at the Eurasian level. Combining the capabilities of the CICA and the OSCE can contribute to the creation of a common security territory in Eurasia. The third level is the investment dialogue between the Eurasian economic Union, the European Union, the Shanghai cooperation organization and ASEAN.

According to international experts, this proposal carries a huge constructive force, which indicates a deep perception of the essence of the processes taking place in the world by Nursultan Nazarbayev, understanding of the ways and measures that can guide them in a positive direction against the background of current trends and threats related to climate, food and other challenges.

An important milestone in the pairing of Kazakhstan and European initiatives was the signing of memorandums between the Austrian international Fund "Harmony" (Vienna), the National cultural and industrial investment Corporation (Hong Kong) and the International scientific and cultural center (Beijing), held on December 5, 2019 in Nur Sultan. The parties agreed to join efforts to promote international projects G-Global and "Harmony", as well as to attract investment in the sphere of culture, art and sports.

The Austrian Foundation and the g-Global Secretariat, together with the government of Malta, are planning a Global culture Congress in Malta in September 2020.

In General, all these steps contribute to the formation of a stable positive climate for civilized intercultural relations between our States. This is the essence of the international initiative of Nursultan Nazarbayev G-Global, which involves the formation and coordination of world development processes on the basis of openness and transparency with the participation of the entire world community, not individual interest groups.

MADRID, 16 December 2019 - Minister of Foreign Affairs of Kazakhstan Mukhtar Tileuberdi took part in the 14th Asia-Europe Foreign Ministers' Meeting (ASEM FMM 14). Foreign Ministers from 51 countries across Asia and Europe, as well as leaders from the EU and ASEAN, participated in the meeting. 

 

In his speech during a plenary session dedicated to building sustainable interconnection between Asia and Europe, Minister Mukhtar Tileuberdi discussed the main directions of Kazakhstan’s multifaceted foreign policy. In particular, Mr. Tileuberdi described the efforts undertaken by Kazakhstan in accordance with the priorities of the state policy of President of Kazakhstan Kassym-Jomart Tokayev. It was noted that infrastructure projects are being successfully implemented within the Nurly Zhol State Program and the Belt and Road Initiative.

 Particular attention was paid to Kazakhstan’s transition to a green economy in context to successfully hosting EXPO 2017 and establishing the International Green Technologies and Investments Projects Centre. Intending to develop financial and technological networks between Asia and Europe, Mr. Tileuberdi proposed to use Kazakhstan's institutions such as the Astana International Financial Centre, the Astana Hub international technology park and Nazarbayev University.

 As a part of the FMM, participants exchanged views on the most urgent international policy issues including nuclear non-proliferation, cybersecurity, the situation in Syria and Afghanistan and climate change.

 Following the results of the meeting, the Chair’s Statement was adopted whereby the Foreign Ministers of the participating member states reaffirmed their commitment to further enhancing the connectivity and mutually beneficial cooperation between the countries of Asia and Europe. The participants pointed out the G-Global initiative of the First President of the Republic of Kazakhstan, Elbasy Nursultan Nazarbayev as a platform for communication to enhance the interconnectedness between Asia and Europe.

 In the Statement, the Ministers also underlined the importance of the 12th WTO Ministerial Conference in Nur-Sultan in June 2020, which will provide tangible results for strengthening the global trading system.

 The Asia-Europe Meeting Summit (ASEM) was established on 1 March 1996 in Bangkok, Thailand. Currently, ASEM members include 51 states of Asia and Europe, as well as the EU and the ASEAN Secretariat. The main goal is to promote dialogue and cooperation between Asia and Europe. Interaction within the ASEM falls into three areas: policy and security, economy and finance, education and socio-cultural field.
