People's diplomacy

Relevance:

The UN Charter and the decisions of OSCE on prevention of confrontation between the global military-political organizations indicate that there is a need for the establishment of international legal system of the European and international security and this is important for the development of national democracies. The security system should not only reflect the policies and interests of the USA and NATO but also of all countries of the modern multipolar world 

Goals:

Mitigation of factors that destabilize the World order. Among them: the military doctrines of the USA defining an orientation of strategy of many alliances; calls, risks and threats to security, and also political vectors of development of the countries; changes in an institutional basis of their activity; organizational decisions and scientific and practical researches on addressing problems by taking into account the changes of a military-political, economic and social-and-ecological situations and globalization. 

Key issues:

Advance of democratic principles and the best practice on peacekeeping and harmony in multinational and multi-religious society; positioning of openness of the countries to ensuring global safety and the world without nuclear weapon; advance of ideas of the peacekeeping organizations, NGO and mass media; development and advance of cultural heritage of various ethnos; holding forums with participation of parliamentarians, political leaders of the countries, a trance national business of structures concerning development of the knowledge-intensive productions, providing a food basket of the rich, developing and poor countries, and also global safety. 
The UN Charter and the decisions of OSCE on prevention of confrontation between the global military-political organizations indicate that there is a need for the establishment of international legal system of the European and international security and this is important for the development of national democracies. The advance of democracies at the national level illustrate that there is a need to reject military aggression and nuclear component for military strategy. Modern states should promote policies based on ensuring global safety through the development of dialogue and cooperation.
This plan emphases the solution of the world problems promoting the following elements: the settlement of crisis situations; peacemaking and expansion of dialogue with all countries in the fields of education, cultures, sciences, spiritual development; ensuring the international, food and energy security, a transfer of innovative technologies, improvements of health and quality of life, steady growth of economy on the principles of the sparing, rational use of natural resources.

In Western countries, "public diplomacy" involved, as a rule, non-governmental organizations and institutions whose activities are aimed at stabilizing inter-state relations, the establishment of friendly contacts and mutual understanding among peoples. In countries where the activities of public organizations under government control, the activities of the international orientation it is advisable to call a "people's diplomacy", among these countries is true of China.

Currently, the Chinese historiography to define the "people's diplomacy" the most widely employed term Kundalini Yoga GX (mintszyan vaytszyao) indicating a non-governmental membership in this direction. The expression dQ (mintszyan) - "People" - is also present in one of the commonly used terms diplomatic sphere (mintszyan vanlay) - "non-contact".

Chinese researchers have a clear distinction between "public diplomacy" and "people's diplomacy", treating the latter as a broader concept. The analysis of available publications on the problems of "people's diplomacy", allows you to highlight the role of non-governmental organizations in foreign policy, as well as the failure pattern of official information channel for the formation and dissemination of a positive image of the country in the world.
