One of the main objectives of the Interparliamentary Assembly of the CIS, EurAsEC Interparliamentary Assembly and the Parliamentary Assembly of the Collective Security Treaty Organization declared the integration of the States Parties through the establishment of a single legal space. How effective parliamentary institutions are moving to the designated purpose? The formation of international alliances is often common ground, expressed in terms of integration

Of particular relevance to the integration processes have gained increasing globalization of the world space, the reverse side of which was the regionalization of international relations. Integration objectives define the identity and nature of the interstate union of East and West (EU, ASEAN, NAFTA, Mercosur). Typically, the integration processes are based on the feasibility study for the participants. Integration - is, above all, the consent of the economy.
08.05.2015 15:42:59
The principles of any integration should be based on the concept of mutual benefit, to the equal rights of participants, respect for each other, the maximum efficiency of resource use. The inclusion of such processes requires the consistent implementation of several stages: a free trade area, customs union, a common economic space.

The process of socialization in the Interparliamentary Assembly of the CIS, CSTO, EurAsEC is not presented as a complex procedure of institutionalization in European inter-parliamentary organizations, and is to provide a two-stage status: OBSERVERS inter-parliamentary organization, the state - party to the Interparliamentary Assembly.
12.05.2015 12:29:16
As a base for the purpose of inter-parliamentary institutions of the CIS can be identified to maintain the legal culture of a common space of parliamentarians, their orientation and coordination on issues of international relations. Interaction with external and international alliances is an important element of socialization in the format of the parliamentary delegations of the CIS inter-parliamentary institutions.

The core of socialization of parliament - activities in the field of inter-parliamentary assemblies of model legislation, which performs integration tive functions of these institutions in the structure of the CIS. It is expected that the development of model legislation parliamentary delegations of the CIS countries will be able to solve the problem of building a single regulatory space.

Work on a multilateral basis allows parliamentarians national delegations to go to a wider international level, gives access to information on law enforcement and the political practice of certain norms of similar situations the republics of the Commonwealth, allows you to experience in a comparative perspective the state's own political development in the former Soviet space.

In accordance with the principles laid down in the Convention and the recommendations of international observer missions of the IPA CIS in the national legislation of the countries of the Commonwealth of trend in the active use of the proposed regulations. For example, according to the recommendations of international observers of the IPA CIS the Republic of Kazakhstan in 2007 has made 26 changes to its electoral laws.
13.05.2015 17:20:14
Activities of the inter-parliamentary assemblies accompanied by the creation of a single legal space is a positive assessment of parliamentarians of the States Parties, which, however, did not pay enough attention to the problems of the development of parliamentarism. These critical functions inherent in inter-parliamentary organizations such as parliamentary control, the formation of the agenda for the executive bodies, control over decisions made, increasing the objectivity of the conclusions of the observer missions remain on the periphery of the parliamentary debate.
13.05.2015 18:04:10
Inter-parliamentary institutions in the context of integration processes in the CIS serve as the standard level without overcoming the real challenges to the development of the organization. This situation is due, above all, the human factor - the composition of parliamentary delegations represented members of national parliaments, most of which (because of the predominance of one political force), the very practice of parliamentary debates, political competition of ideas and opinions is a rarity.
